FACULTY SENATE STANDING COMMITTEES

COMMITTEE ON ACADEMIC FREEDOM AND TENURE
(Bylaws V, 9; Constitution V, 10, b )
  
        
  Must be tenured or continuing!

Membership: Twelve tenured/continuing members of the General Faculty other than deans of any rank, four of whom shall be elected annually by the General Faculty for 3-year terms.
Functions:
Principal obligation: protection of academic freedom/tenure. Committee conducts all investigations and/or hearings regarding recommendations against, or complaints and grievances by or against members of the General Faculty including  recommendations for dismissal or suspension.

COMMITTEE ON CONCILIATION
(Bylaws V, 8; Constitution V, 10, a)

            Must be tenured or continuing!
Membership:
Six tenured/continuing members of the General Faculty elected three of whom shall be elected annually by Faculty Senate for 2-year terms, by the Faculty Senate by secret ballot. Not more than one member from any college.
Functions: At request of any individual member of the General Faculty, Committee can
make inquiry, meet and discuss any problem involving any member of the General Faculty in his or her relationship with the University. Legal counsel deemed inappropriate in Conciliation meetings.

UNIVERSITY COMMITTEE ON ETHICS AND COMMITMENT
(Bylaws V, 5; Constitution V, 7)

Membership: Six members of the General Faculty elected annually by the Faculty Senate from nominations by the Committee on Committees for staggered 3-year terms.
The Research Integrity Officer serves as an ex officio member
Functions: Receive reports from the Research Integrity Officer and deal with questions of misconduct in research, scholarship, or creative endeavor; conflict of commitment; and facilities misuse. In its deliberations it will use the current versions of the University policies on research integrity, professional commitment and proper facilities use.

COMMITTEE OF ELEVEN (Bylaws V, 1; Constitution V, 3)
Membership: Ten members of the General Faculty, five elected annually by the General Faculty for staggered 2-year terms; Faculty Chair (ex-officio); and two voting student members.
Functions: Initiate, promote, stimulate study and action toward solution of situations/problems of faculty concern; make reports to General Faculty or Faculty Senate; speak for the General Faculty when requested.

COMMITTEE ON COMMITTEES (Bylaws V, 3; Constitution V, 5)
Membership: Six members of the General Faculty, two elected annually by the General Faculty for 3-year staggered terms. May not serve consecutive terms.
Functions:
Recommend
members of the General Faculty for appointment or nomination for election to all new or existing committees of the General Faculty, or at request of any administrator, for appointment to search or review committees.

COMMITTEE ON ELECTIONS (Bylaws IV, 1; Constitution V, 2)
Membership: Three members of the General Faculty appointed by the Chair of the Faculty for three-year staggered terms.  Functions: Conduct elections for offices and committee memberships of the General Faculty, and elections for Faculty Senators representing the several College Faculties in accord with procedures specified in the Bylaws.

Membership:  Each Faculty Senate standing committee, except the Executive Committee, shall consist of seven General Faculty members, a majority of whom must be members of the Faculty Senate. Members of standing committees shall serve no more than three consecutive one-year terms, but they may be reappointed after an interim of one year.

ACADEMIC PERSONNEL POLICY COMMITTEE
(Bylaws VIII, 4, b)

Functions: R
eceive reports and consider and forward action items to the Faculty Senate relating to promotion and tenure/continuing status (policy and procedures; statistical report on decisions from the previous year, sabbatical and leave of absence policy, performance evaluation policy and procedures and their relationship to salaries, definition of faculty membership, and governance

INSTRUCTION & CURRICULUM POLICY COMMITTEE
(Bylaws VIII, 4, c)
Functions: Consider
matters and forward action items to the Faculty Senate relating to curriculum, academic programs of study, degrees and teaching effectiveness. It serves as the conduit of academic issues from the Undergraduate Council and the Graduate Council to the Faculty Senate.

RESEARCH POLICY COMMITTEE
(Bylaws VIII, 4,  d) 
Functions: Consider matters
forward action items to the Faculty Senate relating to secrecy, research, conflict of interest, data retention, intellectual property, research ethics, research parks, interaction with industry, patent policy, Arizona Research Laboratory, research institutes, human and animal research, and safety.

STUDENT AFFAIRS POLICY COMMITTEE
(Bylaws VIII, 4, e)
Functions: Consider matters
and forwards action items to the
Faculty Senate relating to student quality of life, financial aid, the Code of Conduct, the Code of Academic Integrity, student comportment, admission and domicile classification, high school and community college relations, recruitment and retention policies, Commencement, registration and such matters as brought forth from Campus Life and the Dean of Students, and the Office of Enrollment Management.

Senate Committee on Budget and Strategic Planning
Bylaws V, 4; Constitution V, 6)
Membership: Nine members; the Chair of the Faculty and six members who will be elected from and by the General Faculty in classes of two for staggered three-year terms, plus two members elected annually by the Faculty Senate.
The Faculty Senate members will be members of the Senate Committee on Budget and Strategic Planning, but will not be members of the Strategic Planning and Budget Advisory Committee.
Functions: Represent faculty interests and responsibilities at all stages of budget preparation, policy making and strategic planning. It will serve as a resource for the Faculty Senate through regular reports and responses to requests for information and advice, and to the various budget and planning committees throughout the University through joint meetings. The committee will conduct open forums or hearings as needed on budgetary and planning issues as a means of collecting information and soliciting faculty perspectives and comments.

ADMISSIONS REVIEW COMMITTEE
Membership: Four faculty appointed by the President on recommendations from Director of Admissions and Vice President for Undergraduate Education for indefinite 3-, 5-, and 7-year terms.
Functions: To review appeals from applicants who have been denied admission by the Undergraduate Admissions Office.

ADVISORY COMMITTEE ON HONORARY DEGREES
Membership: Seven members: Secretary of the Faculty (ex-officio), Chair; one Dean and five senior members of the faculty selected by the President, who may seek suggestions from the Committee on Committees. Except for the Chair, members serve 3-year terms.
Functions: Examine the qualifications of each candidate for an honorary degree, giving special attention to its appropriateness; ensure that the number of degrees awarded is not excessive and there is diversity among the colleges/departments and in the subject of honorees’ accomplishments.

CONSTITUTION, AND BYLAWS COMMITTEE
(Bylaws V, 6; Constitution V, 8)

Membership:
The Constitution and Bylaws Committee is composed of the Secretary of the Faculty (Committee Chair) and four General Faculty members appointed by the Chair of the Faculty. The Vice Provost for Academic Affairs serves as an ex officio member.
Functions:
 Propose changes to the Constitution and Bylaws of the General Faculty necessitated by revisions to applicable law or policy and for proposing changes recommended by the General Faculty or its committees. This committee also reviews and, if appropriate, recommends changes to the University Handbook for Appointed Personnel (UHAP).

INTERCOLLEGIATE ATHLETICS COMMITTEE
Membership: Eleven members appointed by the President, including representatives from the General Faculty, the Faculty Senate and the community, and the President of ASUA. Director of Intercollegiate Athletics serves ex-officio.
Functions:
The purpose of the Committee is to inform itself in all matters affecting the intercollegiate athletic program of the University of Arizona; to consult with and advise the Director of Intercollegiate Athletics; and to advise the President in all areas affecting the University's institutional obligations for compliance with the athletic policies of the Arizona Board of Regents and the National and Conference Athletic Associations of which the University is a member.

SENIOR AWARDS COMMITTEE
Membership: Seven members of the faculty, four in the fall for the Centennial Achievement Awards committees, and three in the Spring for the Senior Awards committees. Faculty are appointed for a one year term, but can serve multiple terms if they wish.
Functions: Review applications and interview students who will be awarded these two types of senior awards given during the fall and spring commencement ceremonies.

"POOL"
Periodically the Provost and the President call on faculty governance for nominations to various committees that they must establish. If you would be willing to serve on a special administrative or faculty governance committee, please sign up for "Pool."

STRATEGIC PLANNING AND BUDGET ADVISORY COMMITTEE (Bylaws V, 4; Constitution V, 6)
Membership: Includes six faculty elected by the General Faculty; three faculty selected jointly by the President and the Chair of the Faculty; the Faculty Chair (ex-officio); and ten other representatives of the administration, staff, and student body.
Functions: Review budget and planning issues and submit recommendations to the Provost and the President; review and submit recommendations on University’s Strategic Plan.

UNIVERSITY COMMITTEE ON CORPORATE RELATIONSHIPS
(Bylaws VI, 2; Constitution VI, 2)
Membership:
Five members of the General Faculty appointed by the Chair of the Faculty and the remaining voting membership as indicated in the bylaws of the UCCR. If the Chair of the Faculty chooses to attend meetings and is not the Committee Chair, he or she may attend as an advisor as well. General Faculty members are appointed for two-year renewable terms.
Functions:
Make recommendations to the President of the University about potential or changeable relationships between any part of the University of Arizona and one or more businesses or corporations.

UNIVERSITY HEARING BOARD
Membership: A pool of twelve faculty, twelve students, and five staff; Senate elects faculty representatives for 3-year staggered terms from nominations provided by the Committee on Committees. Dean of Students Office selects members of the pool to form five-member panels for individual cases.
Functions: Hear all cases involving violations of the Code of Conduct and the Code of Academic Integrity not settled through informal procedures; submits written recommendations to the appropriate Vice President of the University.
 
 

FACULTY SENATE Ad Hoc COMMITTEE

SENATE TASK FORCE FOR MONITORING LABOR & HUMAN RIGHTS ISSUES
Membership:
Thirteen members of the General Faculty, student body, and community, nominated by the President and by Students against Sweatshops, and appointed by the Senate Executive Committee.
Functions: Provide recommendations to the President regarding policies, charters, and processes being considered by organizations pertinent to University licensing. In addition, the Task Force makes recommendations regarding relations with University licensees who are credibly identified as being in violations of the University licensee code of conduct. The task force also carries out educational efforts, informing itself, the campus, and community at large on issues pertinent to its mission.
