The University of Arizona
1. The committee shall meet regularly to initiate, promote, and stimulate study and action dealing with and looking toward solution of situations and problems of interest and concern to the faculty and to the University (taken from the committee purpose in the Constitution).
2. To gain a sense of faculty interests and concerns, the committee will canvass faculty through such avenues as focus groups and visits to programs and departments. When appropriate the committee will receive faculty to its meetings for discussion of specific topics.
3. Most faculty governance units begin the new year on May 1 (i.e., individuals elected to office in the spring take office on that date). The Committee of Eleven follows this practice. The first meeting of the Committee after May 1 is an organizational meeting. As indicated in the Faculty Constitution this meeting is called by the Chair of the Faculty (in office as of May 1). While the date and location for this meeting is commonly set as part of the previous year’s schedule, the Chair (following consultation with previous Chair of the Committee and with any newly elected members of the Committee) will either affirm the previously set date or select a new one. The elections of the Chair and Vice Chair are conducted by the Chair of the Faculty, and can be by voice vote or by secret ballot. Outgoing members do not participate in either the nominations or the voting.
4. The first meeting in the fall semester is normally a retreat, and is held as early as possible in that semester. All members of the Committee during the previous academic year are invited, whether or not they are continuing. At this meeting the activities of the committee in the previous year are reviewed and assessed, and goals and objective for the current academic year are determined.
5. A quorum is a majority of the voting members (7 of the 13 members). Proxy
votes will not be accepted. A simple majority of those present is sufficient to
pass a motion. In general the Chair of the Committee does not vote but may
choose to vote to break a tie.
6. The chair may speak for the committee when directed to do so. Individual
members are not to speak as representing the committee.
7. Minutes of committee meetings will be made available through the Faculty Center to anyone requesting a copy.
8. The committee may open its meetings to the public or hold closed meetings (only committee members and invited guests). It may consider meetings or portions of meetings as "executive session" where minutes will not be recorded.
9. The committee can appoint subcommittees and not all members need be members of the Committee of Eleven.
11. These guidelines should be reviewed annually and can be changed by a vote of the committee.
12. The Committee should continue to be on the schedule for every visiting candidate for senior administrative office.
