passenger drop off, culminates staff food drive. Anyone not getting emails
Lean 6 Sigma - provost hay idea to review purchasing
process - p card, university hiring process, mergers. Efficient management
review looking for redundancy, etc. Looked at
teams put together with an inexpensive consultant in
eller college to review these processes. 184,000 pcard transactions last
year. Things to improve: collecting receipts, having to print it, hours
spent chasing stuff down. What if we had more vendors via az byways. Team
working through it to improve things
hiring team - how long it takes to get new employee up
to speed. Dollars lost by unproductive personnel due to unable to get what
they need is 960,000 a year. Getting email is set to net id, employee id,
cat card but students get it when they are admitted so streamlined into same
for staff, etc. Create physical and virtual one stop unit. Electronic
submission of I9s. Easier process and holistic training.
Merger team - questions depts need to ask themselves.
How do you assess the cultures in different depts. Process driven as opposed
to faculty management and services. How do you know a merger makes sense and
what it will take to make a merger work.
Teams were handpicked in HR to get the greatest
experience dealing with experts...not the usual suspects.
Furlough questions:
Nothing is in stone yet. Messaging going around is for
a broad audience: legislature, news, etc
For every 20 mil lost 200 jobs lost. 5% cut is 20 mil.
Hiring freeze is 20 mil. 17 mil left is a problem. Were going to make it
through this year due to preplanning. Affect on retiring members is
understood and being reviewed by administration.
State and local funded employees are the ones being
considered for furlough, admin/fac/staff.
QTR about 2000 use it including dependents.
Legislature doesnt believe it should be a benefit at all so talking about it
too much brings it to their minds. View to making changes to how it is
stated. How much would really be saved? % going up most likely. Many folks
work for UA etc for this benefit.
Benefit contributions might change and it would be
still be a deal compared to others. No word on retirement change. Fac
reviewed possibly suspending retirement contribution saving 7-10% and
leaving money in their pocket. Doesnt seem wise in the long term.
Did quite a deal of cost modeling for furlough
strategy to save 7 mil. Concern of graduating loss to costs. SAC should come
up with a number ($40,000) and defined by family ability.
Dont know 2010 budget as yet. 1.6 bil for 2009 and 1.5
bil for 2010. Budget gap assumes 5mil stimulus money. Raising taxes and
borrowing.
Spreading out the furloughs - everybody takes 1hr week
for 40 weeks, as of July 1 is minus 5 days. Acad - 2.5% reduction more than
other option. fte reduction is 98% . No impact on health insurance.
Mosaic lot of money in 80 mil state dollars. Hung up
in legislative body wont allow us to borrow. Need it as our systems are
outdated and will eventually fail. Systems will not allow the granting
needed to be a research university. Emergency ABOR meeting needing info on
contracts and our new system will allow for this process in a cost effective
way.
Faculty workload being reviewed for efficiency. Major
concern for faculty.
Hire back is an issue that we should be noted to the
president concerning layoffs.
Randy asked for input on a letter to Dr Shelton
regarding a threshold for furlough, and method of call back with layoff. -
