Agenda

Opening Announcements – Randy Livingston - Introduced Patrick Kass, Director of PTS, give the 3 ear program in PTS. Mission to promote transportation alternatives to students, faculty and staff. Involved with neighborhood and local govt. Single largest traffic generator in the city. Bus pass since 85. Auxiliary service - 150 employees, 14 million budget, .2% from the UA. Manage 17,000 spaces for 50,000 person campus. PTS committee from all communities, faculty, staff, AHSC, Campus to develop programs and meet the greatest needs. 3rd lowest among our peer (16) inst that ABOR Div 1 research universities - garages and surface lot...ASU is 13/16. Comparison to local (downtown) garages and lots still 3rd. Issues faces us: spaces lost to construction (garages, rec center), off campus park n ride lots, 32% increase in bus passes and motorcycle. Whole presentation is on PTS website. 10% increase in bike use. Rate increase: received a grant by pima govt 1 parking per 4 persons due to space, etc. Constraints in size of garages levels not due to city regulations but functionality and community awareness/accessibility. Construction costs have doubled from old rate structure. 5 garages planned and sited in the future and changes made as needs require them. Original plan to raise rate to $116 next year but due to finances plan was switched around with $50 next years/.20 day, following $116. 50% of increase will go into alternative methods: bus passes, car sharing, etc with rest to program. Tiers allow for choices. Street cars coming. Universal transit pass phased into free as able. Prepaid daily parking. Car/bike sharing - use a car for a couple hours and will be in place by the fall. Targeted park n ride. 45% of new revenue to build new garages. Time plan on website. Open house tomorrow at 11:30am in SU Kiva Rm

Questions: Public forums after the rate increase.

What will we be doing to cut costs instead of expecting us to cover costs? Average 10% going back to campus. Constantly looking for efficiencies. Changing out trucks for golf carts. Eliminating positions.

Live in very NW side of town and suntran have express. Will something be developed for oro valley? Working with them to align with routes and Ronstadt center.

Green valley employees and casino of the sun. Programs in place. Might they be expanded and part of the discussion? The whole transit system is under discussion as we are the single largest trip generator. Van pooling available for 5 persons and willing to work with folks on that.

Employees starting at 6am. Can a skeleton van work then? Can be looked into and tweak the program due to size of needs. Not happening tomorrow but can be building into the system.

Women concerned about the situation. Have category data been reviewed to see who will be the hardest hit. 35% employees, 65% students, 6000 emp. Don’t gender categorize. Decision to make % increase and $ increase. Cost will increase. Building revenue stream to support the increases.

Has sliding scale been looked at so admin pay more than lower paid employee? Difficult to handle and takes more staff time to change it each year.

Have you looked into buying busses and bringing employee in from specific areas instead of the ronstadt ctr? Not efficient to do so and hoping to work with sun tran to allow wider audience.

Looking into increasing parking violations rates? Violations been going down 9% of the budget so not a real line of revenue.

Exempt employees don't have choice in carpooling and need to use car for work. How do you accommodate? We have to meet most of the needs of the community. Not cost effective to meet each individual needs.

Rate increase is same for surface and garage? Dollar amount is the same for increases. Give and take to the system. Working with Sun tran to make transmit more effective.

With car sharing what insurance will be used? Hourly rental and if you are insured personally you will be covered. Or rate may be differential. Depends on the company that is set to handle the service.

Will the garages be more secure? Work with UAPD to keep safe as possible. Supplement with PTS as much as possible.

Residential students given different parking than us? Faculty/staff parking payroll deduction first in line, faculty/staff pay all at once end, others after all that.

Looked into students paying more than faculty/staff? No, most already do as they are only here 9 mos.

Evacuation plan with parking? You can evacuate with cert plan but cars are left behind.

54% in next 3 years with increase plan. Raises don't come to that much. What is the need for the rest. It is our cost. Building, funding pass, vans service on campus, etc

Goal is to decrease the use of parking but why build garages? Surface lots will be lost to construction and therefore trying to maintain the number of spaces on campus with larger freshman classes coming in.

Will layoffs etc cause a review of the pricing system with these people gone? Things don't change instantly and have to look to the future.

Can you describe what would the change be with the proportional to salary? Smaller increase?

Smaller increase would mean having to cut services. Proportional too difficult to run and increase costs to deal with these changes.

SAC meeting progresses at 4p.m.

Some questions have been raised from Shelton's state of the university and transformation plan. Stated faculty to receive raises while staff is being cut. Committee being formed to bring the concerns to Presidents office: Claudia, Janelle, Karen, Joyce, Shana. Email to go out with meeting time and place.

At faculty Senate faculty is talking about taking voluntary salary cuts. 5% increase in faculty can mean a difference in parking while the same cut in staff makes the difference in food for the table. Hays job is to deal with the cuts suggested. Depts being combined and whitepapers going forward are doing so but looking to see which grad programs are no longer turning out graduates and cutting those to put back into other depts.

There are so many more administrators than there were a few years back and we need to define what the changes were and the numbers being graduated with less administrations. Due date before or just after the new year and staff is effected when Shelton makes these statements. Animosity being created among faculty and staff. Should we get APAC involved? Carol will be approached by Randy.

Communications - Maria Ionescu - getting newsletter together electronically

Emily Krauz Staff Endowment Fund – Shana McClelland - 12 scholarship, $11,075

Employee Recognition - Grace Aranda - forms out due in February, awarded in April

Human Resources – Nancy Chilton - working on service awards, looking at changing break in service begins new service date

Legislative – Phyllis Kabins - pride nite cancelled

Membership/Liaisons – Shana McClelland - always looking for new members

Activities – Claudia Arias, Lupe Jacobo - Food drive with Radisson incentive. 3D memo with info to be sent. Claudia will be looking for sites and checking with sites

University Committees:

Diversity Coalition – Randy Livingston - comic in paper and bias response team, more reaction the worse it got. Other bias dont receive the same feedback. Will wait and see

Faculty Senate – Shana McClelland - Janet leaving and Jan Brewer is not known for her education advocacy. Shelton to meet with her. Tomy Bruce to speak to ABOR about increase. Provost to be posted to website. Those progressing will be posted soon. Faculty Senate is willing to hear from staff.

New Business: Nominate folks for the ombudspersons. Need volunteers for the Santa calling.
