General Meeting Minutes
February 5, 2008

Meeting was held in Student UnionRincon Room. President Randy Livingston presided at the meeting, and Secretary Grace Aranda took the minutes.

I.     Opening Announcements - Randy Livingston - Sac went to pride nite: Claire, Eva & Grace. Toured the capitol. Met with Rep Jennifer Burns. Talked to each dept

SAC was present at the Provost forums and will be posting to the web.

Encourage folks to come out to help SACERC set up. Dept awards had no submission. Define the requirements, increasing climate for classified staff. Best practice in retention, career development, inclusion and diversity. Increase and improve: great place to work website and drawing down those items that makes sense to us.

3:00pm Update on Cats in the community event - Cats in the community is needing help with afternoon volunteers. Anyone wanting to sign up should contact ???

3:15pm Lilian Schwartz on Conference update - we have 66 registrants w42 paid. One month to go. 3D memo coming out. Mtg at noon on thurs and could really use assistance both in planning and on the day of the event.

3:30pm Linda Heffernan gives overview of revisions to the Staff Dispute Resolution Process & Feedback - they have been really trying to make the process easier. The old process is difficult and time intensive without much interaction. After some interaction with managers and employees 2 step process but trying to simplify the process. Investigation and review just below written warning or application of the policy manual meant to be interactive and short. Now need to notify supervisor of your dispute of the item, 2nd step is a meeting where employee has an opportunity to express with the next administrative layer and then makes a decision. Discharges and disciplinary actions are more complicated. One on one interaction is important to conflict resolutions. Create a structure or forum to discuss in the hearing area where the disagreement comes in everyones view of the situation. Hearing officer does a prehearing review of the facts. Presents information to the provost who is hearing these for the president. Assistance is available in the process. A form is in the works to focus what is needed and what they need to do.

Leslie Porter on E verify and will be back in March to cover the issue - working to streamline the process.

4:00pm Patrick Kass Director of Parking and Transportation - Presentation and Questions

Who we are and what we do and how we set the rates we do.

Parking does not receive but 5% University funding, it is an auxiliary dept. Managing 17,000 spaces for 50,000 UA community . 65% process now online. Alternative transportation: Cat buses paid for through user fees, over 504,000 passengers a year running on biodiesel. Transport 14,000 disabled transports a year. Manage 11,000 bikes on campus. Subsidized bus pass program as well as the carpool permits available for 3 or more. Partnered with Pima Co with UA designation for ride setup. Van pool in the works.

Expanded garage. Expanded spaces in surface lots and lighting for safety. Motorist assist program. Safety specialist to watch our garages. Process 24, 000 permits each year. Expanded payroll deduction. 80% of budget is from permit and visitors. Only 7.5% from citations and impounds. Spend money: 29% in debt service (bonds for garages) continue through 2025. Alternative transportation: park n ride is more expensive than bldg a garage do to shuttles/drivers etc.

What does permit pay for? Most to debt service, construction, univ service charge, alternative transportation, repairs and operations.

Permit comparison to other parking sources. Goal to keep parking prices low.. 3rd lowest of parking in the peer institutions. Our rates are about half of what City of tucson. At ASU 660 for this year, 720 next year.

What’s coming: spaces lost to new construction. More garages. Developing more off campus park and ride. Increased cost of construction and UA service fees. Trying to work with the city to improve sun tran service: more buses and routes. Develop incentives to reduce the single occupancy vehicles on campus.

Sustainability efforts - alt transportation program. 44% of campus use alt methods or transportation. Rated an A nationally. 16.8 million miles saved last year or 16.9 million lbs or carbon emission. Best workplace for Commuter award each year since 2003

long range planning - no cars on campus is not a realistic. Never go to this as people need parking. Not everyone is going to get a space. He will be back in the summer 09 to review the changes.

Elderly volunteers on campus frequently complain of parking. Office campus park n ride is the suggested method. Call (626-ride) for assistance.

Working with city to discuss more bike riders. Bike boxes lets bikes position in front of the cars where space is limited to give them an advantage for accessibility.

Bike security. Bike lockers are increasing in number.

Parking for off campus residential office. Only supposed to used for service/loading/visitor area only. P&T is working on policing these areas.

Permits for lot specific is not a definite space...they are oversold but at a lower rate than zone parking depending on use.

Charging for parking garages on the weekend. If demand increases in the next 2 years it may be charged but perhaps at a lower rate. Evenings first most likely. Due to staffing needs.
